Voice over Internet Protocol, or VoIP is a protocol optimized to transmit voice tones over the Internet , by converting telephony signals into digital data packets.

Here are some local VoIP companies I have found to be quite nice.

Phone Power is a nice National VoIP thats relatively cheap it cost $9.95 a month with no setup fees , long distance , or international rates.

 ITP is a very good VoIP service that has unlimited global calling for $24.99 a month , with all the useful utilities in a basic land line including fax.

And VoIP Review has alot of other services and gives actual user testimonies.

VoIP has some interesting "built-in" functionalities. No need for a land line , you can use your VoIP phone from anywhere with a broadband or WIFI connection. It has the ability to transmit multiple data streams over the same broadband connection eliminating the need for 2-3 different landlines for business's or home's. Cool features like caller-id, 3-way calling and call forwarding are much cheaper to implement, resulting in no charge to minimal charge for those features. Securing the line is easier since all you have to do is encrypt the digital data, which means no more pesky phone taps :}.

The downside to VoIP is the quality of your calls depend highly on the quality of your connection. Latency, packet losses and internet outages can result in little to none of your data being sent or recieved.

On a side note a growing thing is VoIM services which is basically and IM service to Mobile service. Say your loved ones phone is dead and they need to contact you on your cell phone, they can send you a text message / email via home PC.
